Because when they first started this fiasco, they said it was an American adaptation of the Japanese drama. Not loosely inspired/based on it. An *adaptation.* Because they’re such huge “fans” of the series and they wanted to bring that story to America.
And you make a good point! Why are they still using F4 then? This is speculation, but if I had to GUESS (based on how shady and dishonest they’ve been up until now), I would say they PROBABLY didn’t get the rights to make their own adaptation of it, decided to plagiarize it anyway (some of the lines in the show were taken directly from the English subtitles on the official Boys Over Flowers DVDs, which is weird because they said they were adapting the Japanese version, not the Korean version), and then got called out on it and decided that now it’s just “inspired by” Hana Yori Dango.

It’s honestly just all around ridiculous and makes me so sad ಥ__ಥ Why all the lies? Why the dishonesty? I’d say your guess probably isn’t too far off either. Not to mention letting go or firing (and whatever else) the leads, it’s beyond bizarre—- no, beyond repair!! Think they can fix the damage they’ve done, the pain they’ve caused fans? Personally, I think it could be fixed, probably not with their minds though. It’s a longshot at this point…….
